Per-employee plans count active employee records. Someone who has left and is marked as such does not count, but their record and history stay for your reporting and statutory obligations.
At a limit
The platform tells you before you hit a plan limit, and refuses the action that would exceed it rather than silently accepting data it cannot bill for. Nothing is deleted for being over a limit.
